The UK Government has published A New Vision for Water, a white paper setting out plans to reform the water sector and the wider water system.
The proposals aim to deliver:
- Safe and secure water supplies
- A protected and enhanced environment
- Fair outcomes for customers and investors
The white paper outlines how these reforms could create a more efficient and integrated water system, with greater emphasis on early intervention to prevent pollution, including a shift towards so-called “pre-pipe” solutions.
However, while the paper provides clearer direction on tackling sewage and agricultural pollution, it leaves significant gaps in addressing other major sources of water contamination. These include pollution from industry, waste streams, and urban run-off, all of which have substantial impacts on water quality.
From a One Health perspective, the proposals fall short of what is needed to protect human, animal, and environmental health from Contaminants of Emerging Concern (CECs), such as PFAS, microplastics, and pharmaceuticals. Meaningful progress on clean waters will require stronger, system-wide action to reduce pollution at source and at scale.
While the commitment to stopping pollution earlier is welcome, further ambition and clarity will be essential to fully safeguard water quality and public health.
